VIIRS Proxy Data Generator
A VIIRS proxy data generator is being developed for use by NPP
Science Team members for assessing the VIIRS EDR algorithms. The
generator uses MODIS data as input, and outputs files in VIIRS format.
Various spectral and spatial transformations are under development.

- Addition of stepwise noise to simulate the VIIRS on-board pixel
aggregration along the scan line.
- Output in HDF-5 ?
